Why do we restrict access to our archives?
We really have no choice. We began the conversion to digital archives as a means to preserve the records and enhance our own ability to access them. By now, though, we've invested so much time and money in the development of the system that it's imperative that we recoup some of that investment. Charging for access is the only way to do that.
